The elite and upper-income communities often have greater access to more resources and opportunities. It is time for Spartanburg County to step forward and help level the playing field. Equity ensures that every resident — regardless of income or background — has access to the specific tools and resources needed to succeed.
Approximately 12.5% of people residing in Spartanburg County live in poverty, yet the County generates well over $200 million in general revenue each year. We must begin investing more strategically in our communities by strengthening our schools, expanding library services, and increase support for affordable housing — all without raising taxes on residents.
Frankland’s Vision:
- Taxes: Frankland will vote no on any county budget that will raise taxes for residents of Spartanburg County.
- Affordable Housing: In the most recent budget approved by County Council, expanding affordable housing was listed as a major objective. However, the department responsible for affordable housing initiatives has seen its budget reduced each fiscal year, resulting in an overall decrease of more than $1 million since Fiscal Year 2023. Despite stating a goal of increasing affordable housing, the county met only the required minimum target of two housing units created for the year. Frankland will not accept this and he will work to increase the funding to affordable housing initiatives by redirecting unspent funds from various county departments to the Community Development Fund. Additionally, he will seek collaboration with city governments and nonprofit organizations to maximize grant opportunities and accelerate affordable housing development across the county.
