Spartanburg County’s reliance on large monopolies like Duke Energy and regional electric cooperatives must be reexamined. For far too long, energy prices across the county and state have continued to rise, placing a burden on working-class families, seniors, and small businesses across our communities.

In the Summer of 2025, Duke Energy submitted a request to the Public Service Commission of South Carolina to increase their revenue by $150.5 million. In a response, Duke Energy’s South Carolina President stated, “We know families and business are juggling a lot and we do not take a request to increase rates light but being upfront and timely with our request is the right thing to do and in the best interest of our customers.”

Yet while payers face higher monthly bills for a basic necessity — electricity — Duke Energy reported a net revenue of almost $5 billion, and its CEO compensation packages are $1.3 million a year, with a 750% long-term increase of the annual base salary. Frankland will not stand for this exploitation and will fight the elite that seek to exploit everything within their means.

Frankland’s Vision:

  • Countywide Utility Advisory Board: Propose the creation of the Spartanburg County Electric Utility Advisory Board, a community-based exploratory commission, tasked with evaluating the cost and benefits of a countywide public electric district.
  • The Voluntary Board will include:
  • County Residents
  • Public Utility Experts
  • Financial Analysts
  • County Representatives
